Did the hit table change in Wrath?

My last post had an extensive explanation of hit rating.  Those figures are based on the combat mechanics used all through BC.

Wouldn’t you know it – current evidence seems to be pointing to the fact that the combat table has changed in Wrath.  Specifically, the chance to miss may be lower by 1% than it used to be.

If that is the case, then the hit caps in my last post will need to be adjusted.  I’m going to wait for something conclusive before I go back and edit the post.  I’ll repost here if I make changes.
